Technical Assistance to the Lao-Swedish Road Sector
Project III		 Ministry of Communication, Transport, Post and Construction/Sida 2005-2009 Capacity building by introducing maintenance procedures;
Support to the Local Roads Division;
Assistance to implement and enhance Supervision;
Assist the Divisions of the Road Department in fine-tuning the management systems and procedures;
Plan and initiate capacity building in selected provinces;
Identify target groups and set goals for capacity building;
Plan various types of training of DCTPC and district staff, and to some extent local consultants and small scale contractors, in road planning and management, and ensure that the training is carried out.
Assist in refining the mechanism for internal control;
Establish capacity indicators;
Assist in enhancement of contract management and supervision of road and bridge maintenance and rehabilitation works;
The Consultant will also plan and ensure training of villagers in labour-based techniques for the maintenance and repair of rural access roads.
 
Roads for Rural Development – Package 3 – Road Safety Ministry of Communication, Transport, Post and Construction (MCTPC) 2006-2009 Assistance to the Government of Lao PDR, through MCTP, to:
·         Establish a National Road Safety Council for management co-ordination and monitoring of road safety activities;
·         Support the implementation of the National Road Safety Strategy Action Plan;
·         Prepare demonstration projects;
·         Prepare a strategy to address the road safety problems particular to the poor.
